Pantheon Crit? or q? or something?

Why does Pantheons q or crit or whatever it is go through shields like seraphs and Janna shield? Isn't that the point of the shield to shield damage and not just take it to the face but it goes through it? Just trying to understand the situation as to why shielding as a shield person does nothing against him.
