Scritper found at low elo and afraid he wont be punished.

I just finished playing a ranked match and it went horrible along with me being reported. So it started off okay no problems or anything. I was playing Blitzcrank with my friend who plays Jhin. We have great lanes and hardly lose, but when I began to try and pull the enemy Ezreal, I could not in all my power. So we started trying things out, like sitting in bushes and clearing wards then trying to pull him which did not work either. He would Arcane Shift at the very point before impact whether or not the pull would hit him. Many times I timed the pull so it would hit a minion not him in a bush not warded and he would still arcane shift as soon as the pull was launched. Throughout the game it continued and I got reported at the end of the match for trying to get show people the Ezreal was scripting. So after the match i sat back and looked at his account and he has only lost about 7 ranked matches and other than that he had won every single one. Every game he plays but those few loses he won with flashing colors and he only plays Ezreal. He has played Jarvan and Teemo at least once or twice and did amazing with them as well. So thie player has only played Ezreal and did more than great in silver elo which is nothing I have seen before. I am not saying this because I lost and I am mad, I am saying this because I do not want others to have to play against someone who is cheating so obviously. Thank you.
