I feel like hyper carries like Jinx and Trist right now are pretty weak! Jinx feels clunky after the attack speed nerf to her Q, and I feel like it just takes way too long for these adc's to reach some carry potential. All the popular ADC's right now have pretty strong laning or safe laning, and can snowball with their early pressure. It's a hard meta for Jinx right now imo :/ thoughts?

Jinx isn't a hyper carry, and she doesn't need buffs. It is a hard meta for her, yes, but she's not overly weak. She doesn't need to be one of the best ADCs as long as she's still viable.

Buff Tristana. A bit more passive attack speed, and add an AD ratio to her ult that scales with ranks, something like 10-15-30%
