Queue time pre 30

Anyone else noticing insane queue times pre 30 to include 3v3, 5v5 and aram and that going to co op vs ai doesnt help either. To the folks out there that level alts how do you do so. Half the time my queue times are 6-10 minutes regardless of what the queue timer says.
