Very weird inconsistency in Garen gameplay

Preface: Yes I am a Garen player, No i dont care if you hate him, if you dont like the champ then just move on to the next post this is a serious discussion about changes to a champion based off a balance and gameplay perspective.

So not long ago I saw a announcement from riot that Garen was finally getting a long overdue buff so I figured eh i would give him a shot in norms and ranked play this season only to find out they have already reversed almost half the buffs they gave him. Why is it riot just always dumps on this champion? He has been severely unloved since season 3 and they have just relegated him to the dust bin it feels like. The only real use garen has had in recent years was a cheese strat as adc with yuumi and that wasnt even his intended role it was just a bit of a comically busted antic of a unkillable tank with an untargetable support that can heal him and give him new slows and damage abilities. Looking over his current kit I understand that if hes buffed too much he could become dangerous so after playing several ranked games I have come up with a few thoughts on the matter.

  1. Passive - if garen is at full hp have his passive generate a shield for him ticking up just like his regen does. make it cap out at 3.5% of his maximum bonus health. -This change would basically just give garen a bit more survivability and give him some wiggle room in extended fights and combo well with his hp builds and as its based on bonus health that would limit its size rather than being based on total hp.

  2. E - remove the scaling with AS, have E apply on hit effects(every other hit), 25% lifesteal -The e changes to where it scales with AS are just dumb and totally derivitive of what garen is. Garen is a hp bruiser who can soak a lot of damage but push on the enemy in a fight with consistant damage, abilities, and threat from his ulti. Garen doesnt get any benefit naturally out of building lifesteal or on hit and this was the main change that riot was supposed to do to make him actually viable again. I understand upon release it got kinda crazy with botrk, hydra, etc. So why not just scale back the application of the on hit effect rather than just junk them all together? This would give him better synergy with items like hydra but limit how effective it will be in total while still keeping his play style very familiar to the champion focusing on his E for damage

I think with these 2 changes garen would be a consistent champ and could actually measure up to the meta right now. I mean you wanted to throw a dog a bone you could even make the "Revitalize" rune work with regeneration which would make his life so much easier as well.

i see why they put the spin scaling i feel they should do it similar to urgot how his W reduces on hits to (i forgot how much lol) i think 25 percent or 35? i like the shield idea if they reduced his W passive (armor/magic resist maxmium by 2 or 3) i feel it could work out.

The on-it on E was removed for a good reason. Garen was already running Trinity force, the aspd scaling just makes it less dead stats for him + opens up Phantom Dancer builds in stead of Steraks.

But item 3153 item 3091 item 3124 is cancer and unbalanced when youre spinning 11 times in a short time frame. Even if you reduce te on-hit damage from BoRK, Wit's End still heals the crap out of you and has a FANTASTIC build path.
