Petition to have cloud drake's Ultimate cd Reduction removed

I wouldn't have any complaint if certain champs didn't break the game with ult cooldown reductions. For example, completed ultimate hunter+cosmic insight grants a total of 49% ultimate cooldown reduction which is absolutely absurd when stacked with a 10% bonus from one cloud drake, which totals up to 59% ultimate cooldown reduction. Grant an additional 10% and that's a 69% reduction on ultimates.

Now let's say the worst case scenario happens and the enemy team gets cloud soul, that's literally 20-40% extra ultimate cooldown reduction without any runes. Basically malphite can spam R infinitely and oneshot your whole team with 0 counter play. A point and click ability mind you. So if you think 109% potential ultimate cooldown is what you want to see in league of legends, then by all means please downvote me so we can go down this dark path. I would love to see some of the more toxic players get run off by some RNG bullshit.

Now if we could go back to the additional movement speed, sure it's disgustingly good, but also it's not broken.
