Not a bug. It keeps applying. So for example: a 4 second DoT applies a 1.5s deathfire Touch that does 3 + 10% ap per 1.5. However, it reapplies for 4 seconds so it effectively adds 36% ap + 14 magic damage to the DoT which will last 5.5 seconds total

Deathfire Touch deals damage over time that reapplies on successive spells (i.e. it works just like Liandry's Torment).
That is the intended behaviour.
