some time the jungles for trolling or something else dont use smite, why the spell dont become autmatic for jungles?

Because if smite becomes automatic, we'd run into a lot of trouble with smite management and jg order, invasion, general jg control, smiting enemy players, and epic monster stealing etc.

Essentially, it's just a bad idea.

But in that case the system can not deal with role trading and other strategical changes on the fly if it were to simply lock on the smite on the player with the "jg" tag.

It can be a band-aid solution, but it doesn't scale well at all.

well still a team need a Smite yes or yes in the ranked summoner rift, and this can be detected, if no one in the team has the smite spell the selection should be canceled.
