The punishment system should stop being a troll reward system.

Currently you're literally rewarded for trolling, because you troll, run it down mid, ruin someones game and hold them hostage for 20 minutes voting no to surrender on a game you ruined and guess what? You don't get punished. People will probably flame you in chat for ruining their game and some may get very mad. So what does Riot do? They reward your trolling by allowing you, the troll, to report people who got mad and instantly providing feedback that the person you screwed over got banned.

Good system Riot! Allow the trolls to not only not get punished, but actively get rewarded for trolling by not only ruining the game but ALSO ruining others accounts!

That's not a reward lol. People are being punished as per the terms and conditions. If flame in chat, you get banned. Simple. However, I do agree that's it sucks that the actual trolls don't get punished near as much. And that's for the simple fact that: chat logs are very simple easy to decipher by algorithms automatically. However, "trollish" behavior isn't exactly the most definable thing. You can't boil down behaviors like following someone into lane and siphoning xp, or leaving someone to die when you could have easily helped them. Inting is a different story sometimes. But even that, if the system sees a jinx that went 1/15......maybe she was inting. Or maybe she just had a really bad game. Who's to say. The only way to know would be through manual review, and that's impossible, even with the size of Riot's team.
