What's with Riot's "All-or-nothing" mentality?

Is it just me or has Riot's recent balance philosophy for League been less about actual champion balance and more about making controversial changes just because they're bored? Look, I'm happy that some of the ADCs are getting an actual identity in this upcoming Pre-Season.
But really, who asked for ADCs to become undisputed king of the hill? Who asked for them to get a whole slew of reworked items that make it so they can do their job 10x easier? Who asked for no mana potions? Who asked for nerfing every item that could help a champion stand a chance versus an ADC?
Heck, if Riot balance team employees were given a meter stick, and were told to balance it on their finger, they'd probably just snap it in half, EAT one end and twirl the other like a baton while singing 'Mary had a Little Lamb' in a feeble, mentally disjointed manner. Seriously, it's all-or-nothing with these guys. They have no sense of moderation and seem to just make changes because they feel like it rather than making changes for the actual balance of League. ... ... ...
I can't help but imagine a bunch of Riot balance team employees are actually 8 year olds with severe, selective ADD.
