Because it seems a little unfair that you can use insta-cast melee attacks and abilities on Alistar after getting Headbutted but he can't hit you. Is a little consistency too much to ask for?

redniwediS1 votesIt's because Sheen + Headbut + Auto was too strong when it comes to solo lanes. It did great damage and forced your opponent away so they cannot hit back, which isn't exactly in line with the whole counterplay thing.
Tilomentry1 votesCan you? I mean using point-blank aoe's is fine (he can do it too) but I imagine it is incredibly hard to get an auto off if he gap closes with his headbutt. I know Alistar got his headbutt auto combo removed because of sheen proc.
