Why do some people Take CD per lv runes? I.E on Riven.
Some games won't get you to lv 18 and when I go flat CDR runes + CDR mastery page I get a 13% CD off the bat on Riven at lv 1.

Because when you go for Cdr/lvl It leaves room for other runes, quints, blues to make you overall stronger lategame. You don't necessarily need the Cdr right at lvl 1, you just wanna reach 40% by lategame.
You missed my point.
Sometimes, there is no late game, hence the 15 minute FF option.
Sometimes there is late game though. Any game decided before the 20 minute mark likely wasn't affected hardly at all by runes anyway. Usually a sign of just one team outplaying the other a ton, not through stats.
Yeah but even in that case, I find having the cdr worth it because, with Riven, say on my first back I'm able to buy
that's 23% CD,
If I were to get this in a reasonable time, that's already 33% CD. And I'd think having the 33% on a Riven early, especially in mid lane where I play her is pretty good.
Its a matter of choice really. You can either start with a ton of CDR or have some extra stats in other places. Depends on the match really if we are saying which is better.

Is fucktons of cdr really that good anyway? Even flat mr or flat ad quints instead of the flat cdr could be more attractive early on where your abilities have long cd's anyway. And when cdr starts to matter, the /lvl already outscaled the flat. Don't forget it's not better only at lvl 18, it starts getting better at level 9 or sthg
Yeah, at that point what I could have at lv 9 I could have at level one and it depends on the late. Especially if my shield with riven stops their damage to my HP especially with an early
