...but the second 
becomes viable in pro play AND in higher elo solo queue he gets nerfed into the ground?

Rengar couldn't wardhop away fast enough.
Lee also has not dominated solo q and lcs since 2011. He was out of the meta for roughly a year and a half, from the middle of season 5 until the end of season 6. His win rate went as far down as 46% last season, and the only reason he has come back was because Riot made the jungle so much harder that champions who could heal in the jungle could survive early and be useful for the early game.
He has always been popular, but being popular is not dominating.
