Olaf ulting during Urgot ult

Just wondering if it was intended that Olaf could ult in the middle of being suppressed by Urgot's ult? I know he can break cc with it but it seems a little weird to me that he would be able to cast it while being suppressed.

you can use it during WW ult and malz ult as well !!
