why does it have such leniency on the knock up, like you can still hit the ground and he can still ult? and why can he ult while stunned? that shit;s stupid and needs to be fixed

He can ult at any point during a knockup, regardless of whether the visuals indicate that you're rising or falling, then there's also the issue of latency which might affect when he can ult as well. As for ulting during a stun, no, he can't do that.
It sounds to me like your opponent got hit by a stun after he launched his whirlwind, then the stun ran out before his knockup did, thereby letting him hit you with his ult by mashing the R key.
