Turret Hugging

I previously played a game as and my ADC was (we were two strangers, not a duo), and we were faced against and . In the beginning of the game I always start Q for the poke and then at level 2 I move onto W for heals. Before the laning phase started I alerted my ADC that we should play pretty aggressive because I could heal as level 2. When we got to the laning phase I noticed had purchased instead of a . I thought this was great because they had no heals besides 's heal summoner. I said to my ADC that we should poke them down because I could heal us up again no problem.

However throughout the game play my ADC only stood under turret and farmed even if the minion wave was pushed to their turret she would run back to her own turret. We ended up losing lane, and the game, because they would go all in on us at nearly full health because we never aggro'd onto them. At the end of the game my ADC blamed me for not doing anything to win lane.

I don't find this very fair and I was wondering what someone else in my position would have done; or how they would have laned in that situation.
