Jhin + item 3147 = Support?

With the recent changes to Duskblade in Patch 7.14, is Jhin support a viable option for AP heavy teams? http://na.leagueoflegends.com/en/news/game-updates/patch/patch-714-notes

I realize there is a small market for AD supports, but let me know what you think of Jhin as a support.

The biggest problem is gold income. It will be very hard to get those items to make it work. His CC isn't particularly the best either having very short duration against only 1 target.

Cooldowns and gold income are going to be the biggest issue. The nature of jhins kit is going to make getting spelltheif stacks a pain unless the enemy is seriously misplaying.

On-hit things feel feel pretty wasted on him, so I don't like that black cleaver/bork build, and the rest are super expensive.
