Playing on champions for the first time

Riot should implement a rule where you can't play a certain champ until you played 'X' amount of games, or obtain a certain level of mastrey at the champion. I feel like mastrey could be used for more things rather than an emote we can spam once we reach level 4 or 5 mastrey of a champion. Not only will this fix players feeding or throwing games because they have never played that champion before, but it will solve all the rage from having new champions being played in ranked games, and again have people feed or throw the games. I don't know. That is the single most thing that gets me on tilt more than toxic players or afks-- people playing a champion for the first time in ranked and feeding hard.
