When can we expect the 7.23 changes to be implemented in full?

I just read over the 7.23 patch notes and noticed that some of the features added in the patch aren't in the game yet. Like the changes to the first win of the day, and the ability to spectate challenger games.

When can we expect all of the features of the patch be implemented?
