A little clarity on Aurelion Sol's passive?

So, playing the dragon, having a grand ol' time, failing at positioning as often as I succeed. Fun times. But I give the Center of the Universe passive a read and it states that it "executes minions below 25 health", phrasing my not be 100% accurate. Last I checked minions have no MR, the stars deal magic damage, and with my lazy rune setup the stars deal 29 magic damage at level 1, with the base values scaling up with levels. So, what, is it being useless? Is it just saying "hey this thing will die anyway"? Or is it actually a poorly-worded safety net where a minion will be executed if being booped will drop it to, or below, 25 health?
