Why can't we have early resistances?

Title. Before the introduction to Runes Reforged, players were able to run armor and magic resist runes to help them survive the lane phase, especially against difficult matchups and assassins such asAkali Diana Zed Katarina etc

Given that it was an option to have 5 armor or Magic resist in the beginning of the game, (also conditioning which is only until 10 min into the game)

But I cannot STAND this snowball meta, it has honestly gotten out of hand to the point where these games don't even feel like the league games they were meant to be. The games have become nothing but 'who can kill the other the fastest' and what broken champs/keystones can we use to abuse?

They decided to nerf electrocute's damage, but then they go ahead and decrease the cooldown as well? Why? Why can't you just nerf the keystone without over-compensating the nerf? Riot you guys don't understand how broken the keystone is and it is well and beyond unfun to play against someone who can consistently proc electrocute as well as deal a shit ton of damage with little to no counterplay.

What I want to know is why you don't just go back to the old Thunderlords decree STATS. (Even though the name is cooler anyway lol)

Just wash, rinse, repeat. Either that, or allow players to have resistances early on in the game. We all know any body can just auto the enemy laner and knock off bone plating, so that really isn't the most effective measure of resistance and survivability.
