AFK, DC, Rage Quitters & International Players
I was B1 70LP 2122 MMR almost out of Bronze and into Silver and I had a streak of people dcing in my Rank games, 1 person in a game dc and another game 3 people kept dcing to the point that it was impossible to come back and it went on periodically where 1 or more people just kept dcing or ditching the game not to mention the occasional rage quitter cause he/she died 3 times in the first 5mins of the game, by the time I had realized I was back in B4 with a horrible MMR and what does riot do about this sort of things; implements a report and block system I for one don't even know if the block system works or is it just blocking the name of the person or account name. As for the reporting system I receive notification of confirming certain reports but I just don't see it, what are the punishments for someone going AFK in a rank game? should the rest of us have to suffer from the AFKer's lack of responsibility in rank games? should we have to suffer from the international league players trying to play in our server and complain about the lag they have? I try writing support and this is what I get.

I'm sorry to hear about your experience with this player in game. I know that there are some cases where you aren't able to report someone after a match, but I would just like to say please don't stray away from using the Instant Feedback System whenever possible. This helps us track negativity between players easier. As for the other player, for reasons of account security and privacy, we don't disclose any details of actions we take towards an account to anyone who isn't the account owner. You should also keep in mind that our punishments are not always visible to players. There is no way to look through a 3rd party site or our client and see whether another player has received a punishment.
I would also like to note that occasionally you'll get notifications from the IFS letting you know when a player you reported has been punished. This isn't a guaranteed thing that will happen every time though.
As for a system that makes it so you don't lose as much LP when someone goes afk in your ranked matches, I recommend posting this feedback on our boards. We as player support don't really have any control over game functions, so by posting this on the boards you can get more insight/feedback on this from other Rioters that potentially could make these changes. **Riot needs to implement some sort of a system where people who AFK, Rage quit or dc cause of international ping issues are the ones to take the full brunt of the punishment they take the full lost of LP for the whole team, in other words this AFkers and Rage quitters would end up loosing 100LP it is only fair to get this type of punishment, wasting our time and effort to try and climb the latter. As for the international player well i am sorry but they should not be allowed to play in our server unless they can have a steady 80ms seeing as how the ping anywhere in the USA varies from 15ms to 60ms. **
