Ridiculous Strength of Ryze

I'm honestly in shock. I've never seen a champion this strong before- ever. Every single spell shot his life back up and his root was literally permanent. He could use his ult three times in short succession. No one could fight him. And this started when he had two kills. And 3 deaths might I add. What is this? Does Riot seriously consider this balanced?
