Her early game was nerfed, she lost 5 ad at lvl 1 which makes her rocket, W and ult worse until shes lvl 18.
The changes lowered her win rate, it was not buffs, idk why riot had to nerf her lane and late game rockets (passive as doesnt stack so rockets feel shitty to use).

jinx feels good now, other adc's still seem superior, but at least it feels like jinx can actually do something now
