CLOUD DRAGON! TO BUFF OR NOT TO BUFF

We have all heard the rumors. CLOUD DRAGON SUCKS! Maybe that's a bit extreme, because movement speed can be amazing especially if your Hecarim, but the general perception is the cloud dragon buff is underwhelming compared to the other 3 (Infernal, Water, and Mountain). Weve seen reddit posts of the issue surface to the front page, and weve heard it discussed by many shout casters during the LCS. So should Cloud Dragon get a BUFF or not ? I DEFFINITLY THINK SO ! But Cloud Dragon should not and can not go from being the worst dragon to the best. In fact I don't think there is a "best" dragon right now, only dragons that are the best in certain situations. Water is considered the best during lane phase and extended fights. Mountain the best for split push comps and rushing towers and dragons/barons. Fire is the best in any straight up fight, TAKE SOME AP AND AD! Cloud Dragon is supposed to be the best for map rotations. Right now many summoners feel cloud dragon doesn't impact map rotations enough if at all, and just view it as the worst dragon. So what can riot do? My Best Guess:
(options for poll) Option 1: Buff the out of combat movement speed (My opinion: This could be the most simple and best way, but has the chance to not affect the majority of league players and only the professional scene)

Option 2: Change the movement speed to be constant. Active in and out of combat. (My opinion: This has the danger of changing cloud dragon from the worst dragon to the best.)

Option 3: I suggest that the team that kills the cloud drake get a temporary homegaurd movement speed bonus, as if they just left fountain. Only champions who assisted the killing of the dragon/dealt the final blow would get the buff, (no sitting in top lane while your team gets drag, and you get the homegaurd buff). (My opinion: This could help define Cloud dragon as the best for map rotations, by potentially giving the team that takes the buff the ability to immediately rotate to another objective on the map.)

Riot Meddler talked about why they aren't buffing Cloud Drake; he said that, basically, yes it feels weak, but according to data they've collected (which we don't have access to), taking it still increases your chances of winning the game on par with the other Drakes. I don't know how much this takes into account the fact that you're probably getting those Drakes because you're already on the path to victory, but he did say they might buff it later, probably with option number one or two, since they don't want to over-complicate the buff by adding more effects

Just so you guys know, I`m only in gold and my descriptions of when or why the dragons might be the best in certain situations could be incorrect/wrong, and is a controversial topic anyway. As well as my opinions on the potential effects of the potential ways riot could buff the dragon, cause obviously I have no idea and am just theorizing. It's a really hard call to make.. because movement speed provides incredible utility. Utility then in some form or another >, <, or = to power. Take a look at when everyone was screaming nerf ahri and that she's op. Even though she was much weaker since the removal of dfg, she now had a crap ton of movement speed on Q and people cried op. Again with utility we have Fizz E Playful/trickster.. provides ridiculous utility and people hate him in big part due to his E. So first we have to figure out a formula of how much utility = how much strength. This is why it's hard to say if or not something like air dragon is bad atm. Look at a comp with heavy split push for example.
