Could we revert the PBE's health refund on Mundo's Q?

My reasoning for reverting this is that Mundo can play safely post 6 thanks to his R , almost full tank build path, and ignite's scarcity in toplane, so adding a full health refund on Mundo's Q for killing blows lets Mundo farm more safely in his laning phase which seems to be an unnecessary buff .
