Is Ashe currently the worst adc in the game?(minus cait)

on discord got into discussion regarding adc and then about ashe and eventually was mentioned that apperantly ashe is at the bottom only Cait being worse than her. Main argument being, champion .gg says so(also pros and evryone else). I know she's not the top tier adc, but i still find it weird she's considered almost the worst.
