Hello Summoners,

I got some questions which really effect my game-play need clear answers, they all revolve around runes.

  1. While browsing runes in store yesterday I noticed that : "Greater Glyph of Scaling Cooldown Reduction" "-0.09% CDR Per Level (-1.67% at Level 18)" Is the math right here ? 0.09 X 18 = 1.62 (NOT 1.67) (Velkoz Approve) 1.62 X 9 runes = 14.58 While on the other hand if we take what the text say in Store which is 1.67 1.67 X 9 runes = 15.03 so which one is right ? that's 0.45 difference for 9 runes and that's huge for me. does it scale with 0.09 then jump to 1.67 at level 18 ? or does the rune text need fix ? please clarify this for me {{summoner:2}} .

  2. How the decimals works in league of legends ? does the system round the number to nearest when game start? Or does we get the exact same number no matter what the decimal is ?

  3. Will Riot rework the runes system anytime soon ? do they plan to rework it or do we keep the current system for another few years ? the reason I ask this because I play like 1~3 games per day and for player like me who don't farm much IP, it become issue for me to invest in something then few months later it change.

  4. This is opinion question.

So I like the new mastery system with 45% CDR root and I want to include CDR runes but I'm confused between Scale CDR and Flat CDR.

I read about it and done the math. the point is I want to reach 45% with (1 or 2) item/s and without blue buff. it's the battle between Early Game and Late Game type players.

Scale CDR runes is amazing but they need level 18 to achieve there full potential which mean if I use Scale Runes I will only hit 45 CDR at level 18 and easy to achieve with 1 item only without blue buff.

Flat CDR runes is sold choice but it may require 2 items to hit 45 CDR early without blue buff, keep in mind early game for mana champion that's not useful for them but it is very op for champions who don't use mana. Also Early game means no max abilities yet.

In my opinion CDR is the most useful stat at current season and what make it more useful is that you can hit cap easy and don't worry about it anymore.

  1. The runes are not exactly 0.09 cdr per level, it is slightly higher than that but the decimal is cut off. The total at 18 is 1.67 which scales down to 0.092777 (repeating) but is rounded and cut off to 0.09.

  2. The game tracks decimals for all statistics without displaying it. A rune that adds less than 1 attack damage will still contribute that fraction of a damage on every hit.

  3. They mentioned trying to rework the rune system a couple seasons ago but canceled that saying it was a bigger problem than they initially thought. I hope they rework or outright remove the rune system but we can't know if or when that will happen as it still seems like a pretty low priority issue.

  4. scaling vs. flat is entirely dependent on the champion

  1. the most useful stat is penetration which is why the 45% cdr mastery is a mistake on every single champion in the game except some supports who deal absolutely no damage like soraka. if you can deal at least some damage, penetration is too overpowered.

  2. yes the math is wrong and i believe its wrong on some other runes too. i cant tell you how much it gives you exactly. rito isnt very good at math or doing reasonable things so it might aswell just give you 12% cdr because someone was drunk when programming it. who knows.

  3. the rune system wont change anytime soon or at least there is no official statement or hint that would lead to believe that. so just buy your runes.

  4. remember, the scaling CDR runes equalize with flat ones at level 9, so if you dont need the cdr before that (better jungle clears, faster trades etc) then scaling is better. if you CAN make use of the early cdr, flat is better because the advantage it might give you outweights the value of the 7,5% cdr (which is about 300 gold in value) hardcore.
