Even after his buff, he still sucks. Like, maybe it's just the bronze elo, but seriously there are better champs than him to choose from in terms of ADC.

he isnt that bad , he is over 50% win rate and top 10 in both win rates and pick rates of adc

The only time jhin is a good pick is when the enemy team has no true tanks and not a ton of assassins and divers who can jump and delete him. In this scenario where the enemy team is all squishies with maybe one bruiser as their "tank" he can be very effective due to his execute on his aa. Plus armor pen goes a long way vs squishies.
