Hextech Crafting Question.

Hey when you reroll 3 skins shards for a permanent, does the quality of the shards you roll affect the quality of the skin you get, IE if I reroll 3 legendary skins, am I more likely to get a legendary? Or is it just as likely to get another 520 rp skin?
