Devourer, much like Runeglaive needed to, should be toned down.

The Devourer enchantment allows for many champions to do much better in the jungle, champions that otherwise had never seen any action in the jungle. Vayne is a primary example of this. The Sated Devourer's passive that procs on-hit effects makes it so that two autos from vayne activate her Silver Bolts immediately, dealing a large amount of true damage. Some other champions that benefit in similar ways are 1-Twisted Fate 2-Ekko 3-Jax 4-Kayle 5-Caitlyn And all other champions who have on hit effects for their autos.
I have seen all of these champions, all of which, before this item's addition, would have been fairly nonviable (with the exception of ekko). Kayle and Jax in particular receive an enormous buff, as kayle shreds through armor even quicker than before, and jax deals enormous amounts of bonus magic damage with his w and his ultimate.

The addition of this item, obviously, added a lot of diversity to the jungle, something riot has sought after since that period of time where lee sin, vi, and rek'sai were effectively better than all other junglers available at the time. While diversity can be good, these new jungle options are in a similar state, where they are the best choice in most options, and this is solely due to this item and its synergy with their kits. This item shouldn't be removed, but should definitely be toned down, as it has become the only viable enchantment path for junglers.

it only has become the most "fun" jungle option for noobs because it feels strong and stacking it feels rewarding. its not that good tho.

the thing is riot is trying to give junglers jungle items that are budget but that are also designed to be used into the late game. (so as to not give people a reason to sell them in the late game in exchange for another item). so we have 2250 gold items that pack a 2800 to 3000 gold punch. the solution would be to increase gold in the jungle and increase their cost. these items are okay for the late game, but early game they are quite cost effective (this is where they are really strong, which happens to be important part of the game as well) [many games ending around 25-35 minute mark]

for now though i do think you should have to upgrade into them. instead of getting stacks to get devourer. you would just buy it for say 2900 gold. the 2250 jungle item would have like 40% attack speed and 35 magic on hit dmg. (i'd remove the stacking system) sure its fun but not balanced imo.

i would also look into combining machete with the jungle dmg portion of the item. like the old wriggles madred razer. junglers are pretty feeble prior to 11 minute mark (likely time they can complete jungle item). need to play passive and farm 2250 gold. this would help them make more plays during the first 10 minutes because right now i almost feel encouraged not to gank as a jungler since i know if i try to trade with laner i have 400 gold into a machete which gives no trading stats.

If I see another Devourer Vi I swear I might quit. It is so bad, I have played against it and they lose every time
