thunderlords not proced with blue smite

so i was watching some of shaclones youtube videos. and he complained about how blue smite doesnt proc thunder lords. as in it doesnt count to the three hits needed to make it happen.

i feel that this is . . . wierd to say the least whenever aram snow balls can proc it. they do like . . . 30 true damage i think? something like that.

so either the smite is slightly broken. or the snow ball is slightly broken. but if you ask me it should be fixed one way or the other
