Lux Nerfs Finally

Thank you for finally nerfing this stupid shield spam bot. Cancerous how much it shielded. Also a fan of the ult reset removal but imo doesn't need to be compensated with buffs since it can still 10% HP to dead an ADC. So having it scale more and have a shorter CD isn't really needed.
