Poppy's Ult

I have recently discovered that Ezreal can Arcane Shift after Poppy uses her ultimate, thus causing him to be hit, but he then Arcane shift takes priority and he comes right back. This felt unfair, as I would imagine that other champions with similar abilities could also do this, making poppy's ult most likely useless in competitive play, and unreliable for my own use, so I was wondering if this was intentional, and I should just not ult Ezreal or if this was a bug that would be fixed relatively soon / had not yet been discovered.

Ezreal could do that with other CC and displacement effects. See also: Blitz hook, Pantheon stun (blinks away, is stunned on arrival), etc.

The reason is that cast times for spells are not interrupted by CC. So what happens is:

  1. Poppy fires her ult towards Ezreal
  2. Ezreal begins casting Arcane Shift
  3. Poppy ult hits Ezreal, starts moving him
  4. Arcane shift then "goes off", and he is moved and interrupts the previous Move Block (from the knockback)

This is also why people with leaps (Tristana, Kha'Zix) can be knocked up or pulled while airborne - the most recent one generally overrides.

There are multiple instances of this. It's very annoying but part of the game.
