Frost Queen's Claim needs a buff.

Currently, it's a bad choice to upgrade your Spellthief's Edge.

Do you need mana regen? Mikael's/Athene's/Morello all give way stronger mana regen. Do you want AP? Literally any complete AP item other than Ardent Censer will give you more AP. CDR? You're better off with anything else.

The only thing it currently has going for it is the nice AoE slow active, but even then it's not worth it if you're wasting an item slot. You will still run oom, and your damage will still suck.

The way I see it, there are two ways to go about buffing FQC (Frost Queen's Claim). Either buff the mana regen or buff the active.

Before the regen rework, FQC granted +10 mana regen. That was the same as Morellonomicon. After the regen rework, Morellonomicon now grants +100% base mana regen while FQC grants only +50%. Imo, FQC should grant 100% since these two items granted the same amount before. FQC's mana regen was stealth nerfed for no reason.

(Edit) Another way to give FQC it's mana regen back would be to tie a mana restoration to the active or to the Tribute passive. For example, landing the active could restore X% of your maximum mana per enemy champion hit. Alternatively, activating the Tribute passive could restore X% of your maximum mana. Credit to player Vonler in the comments section for this idea. (/Edit)

The other way to buff it is to make the active stronger. If Riot decides to keep the stats weak, then they should at least make the active worth the gold spent. I propose adding an AP ratio on the slows decay (like Lulu's Q before that mechanic was removed). The slow would decay from 80% to 10% of your AP. In other words, having 300 AP would mean the slow decays to 30% instead of decaying to 0%. Another possibility is to add an AP ratio to the damage portion of FQC's active (which is currently a pathetic 50 + 5 per level magic damage).

I completely agree. item 3303 is at no point worth upgrading for any champ.

Or what if the FQC active gave mana back to the user. Each enemy champion hit gave 5% of max mana or so.

Great idea! Rewarding use of the active by granting mana would help differentiate it from Morellonomicon while still giving it the mana regen it deserves.

Alternatively, it could grant mana upon activing the Tribute passive.

Yep, the other option is to give the mana regen on the passive. 2% of missing mana every time you activate the passive? It would however be better on supports that have guaranteed harass (Sona).

Overall I'd say putting the mana regen on the active would be more healthier.

It is good for disengage, and is still one of the most popular support upgrades... I think it is fine where it is.

Actually, I hadn't looked at how popular each of the three completed support starter items was until now. According to lolking, Face of the Mountain is the most popular of the three, appearing in ~9% of Ranked games. FQC is second at ~6%, while Talisman is last at ~4.5%.

FotM has the highest winrate at ~57% while the other two are tied at ~55%.

Face of the Mountain is the only viable support item at all stages of the game. Relic Shield is good, Targon's Brace is better, and Face of the Mountain is even better. Coin is garbage, Medallion is ok, and Talisman is good. Supports care far more about the early game than late game, so it already ruins that flow. Spellthief's Edge is good for a starting item, but Frostfang does next to nothing that what it builds out of (for 500 gold, no less), and literally everything that takes Fiendish Codex is better in every single way to Frost Queen's Claim. This is why you can still see people get Spellthief's Edge for the early gold generation, but rarely see any success with its upgrades.

Mostly they just need to return the passive gold/5. The regen could use some love too. Make anything else too strong and mid lanners will start buying it.
