Bots in real game??

So I just played two twisted tree line games, 9:45-10:30 at night. Both times EVERYONE I was playing with played like really stupid bots. None of them ever said a word, all they did was do very very stupid things and essentially give me the game. Now I like winning as much as the next lol player but I've also never been so bored in my life. Based off of other forums I've read it appears as though this isn't so uncommon. So what exactly is Riot doing? Or are these just actual people hacking? You decide.
