Liandry's and Frozen heart interaction

Frozen heart slows the attack speed which is a click on effect and slow reduction in aa speed and not a movement impairment.

However I'm reading that they work together procing Liandry's passive. Its my goal to study the game to the fullest extent and it's now a question about provided data online.

My notion is that it doesn't have the stated effect, will do in game check tho.
