can a good leblanc carry silver?

I'm in silver 2 atm, I really like leblanc and I'm wondering if a good leblanc has the ability to carry many silver games (taking in to consideration that it is silver). The thing is she has her chains, but other than that not really hard cc, especially with the removal of her silence.

A leblanc that does well early and provides the right zoning/map pressure can carry almost any ranked...it's just about getting that early lead that makes it difficult as you climb
