When is a good time to build Righteous Glory?

I don't play champions I see it built on too much, although I do love Maokai jungle/top. I've noticed a couple Maokais build this item and I'm not sure I fully understand it yet. Does it take precedent over RoA for Top Tree? Should it ever be built in the jungle?

I understand its perks, but when should it be built and are there any certain times (such as support having the talisman) that it should be overlooked for another big tank item? Just curious, as I haven't built it since its release. Don't want to be missing out on something great!

Earlier the better because catalyst gives you sustain.

I've never purchased the item - Top Laners and Junglers should be Off-Tanks and as such should be purchasing either RoA or Liandry's depending on their mana needs. As for build order when building your RoA, provided you have a Doran's Ring or Two, Ruby Crystal and Blasting Wand gives you a better laning phase compared to getting Catalyst first and it is roughly the same cost.

RoA gives more raw stats, but Righteous Glory lets him play far more offensively.
