What's the point of the current "priority queue"?

So I had a string of technical problems causing me to either end up dodging in champ selects (game freezes during champ select and I can't pick a champ) or disconnecting (bug splat, some sort of port error with my router that solved itself apparently no idea how that happened, just random crashing, I hate the new client).

Which ended up with me being hit by leaverbuster, and I am put in "low priority queue" for 5 games. Keep in mind this is my first form of any sort of punishment and I have my 6 year anniversary with this game coming in March.

I guess I have 2 questions. First off, is this going to impact me getting end of season rewards? Or is that only for suspensions?

And more importantly, the main reason I'm posting this here, is what is the point of this? I fail to see how this would help reform anyone. It's just annoying.

As a fellow LPQer atm (alpha client, you are to blame!), the idea is this:

To annoy you into fixing you damn internet.

I.E. to prevent you from holding the opinion of "whatever i had this game dropped no problem i'll just start another one"

Well, you immediately answered yourself: It's annoying. If you're annoyed enough, most people either stop doing it or stop playing (win-win for the community).
