Heimerdinger and new Banner of the command

You guys think that rushing new item 3060 as Heimerdinger could be more worth than before? I mean, I'm not sure if his turrets will benefits from +20 magic resistance ( I guess not because they are minions), but the stats are good and the active help you pushing your lane and rushing enemy tower to help more your allies. What do you think about it? I think that indirectly Heimerdinger got nerfed because now new item 3060 desn't boost your turrets' stats.
