Garen Rework Concept (NOT MINE!)

This is a Garen rework concept made by Necovex of the R/Garenmains subreddit. I'm bringing it here for extra visibility and to ask for the opinions of any Garen players that may not frequent that site.

but let's run with the crusade thing (can we call it Demacian Crusade? that sounds kind of epic, but it's your brain child so you get to decide). so every ult use and take down gives one stack of Crusade (so 5 uses of ult + 4 kills + 8 assists = 17 stacks). individually, the stacks don't do anything special, but each ability has an interaction with them.

Passive - each stack of Crusade boosts Garen's innate healing. for every two stacks, his health regeneration is increased by 2.5%. Otherwise passive is unchanged from current.

Q - each stack of Crusade increases the duration of the silence by .1 second, up to a maximum of 1 second. at 10 stacks, Garen gains 50% tenacity during the move speed increase.

W - each stack of Crusade increases the bonus armor and magic resist by 1, to a maximum of 20. At 20 stacks, the damage reduction doesn't diminish over the duration of the active.

E - for every two stacks of Crusade, Garen gains one extra spin, up to a maximum of 10. at 10 stacks, a portion of the damage is converted to true damage (incorporating some of u/Sibiq idea)

R - for each stack, the damage bonus based on target's missing health is increased by .25%

Let me reiterate; this is NOT MY CONCEPT, I simply found it on the R/Garenmains subreddit (Of which I am a member) and thought it was at least interesting, even if it might not seem actually viable and/or matching with his theme and wanted to know what others might think. Once again, I found this as part of a comment made by Reddit user Necovex on the R/Garenmains Subreddit, it is NOT MINE!

So we would increase Garen's mid, and lategame power further.

The problem is, that his primary weakness is early game. Weak early, strong mid, weak late. With this change he would be weak early, a bit stronger mid, and not too weak late.
