I have a question on levels

Rito is going to reduce the amount of experience it takes to reach level 30. What does this mean for people who are currently at (Lets say level 20.) Would I gain levels? Or would I have to work my way up from the point I am right now, endorsing the new system?

For example if I have 20k xp and I'm level 20, but they dropped the amount needed for lvl 30 to 30k from 40k, would I now be lvl 25 (Or whatever relative number that accounts for?) or would I have to work my way up to lvl 30 from my current lvl 20, with different values input where a usual level would go?
