You mean Viktor gets to pay 3000 gold to get his passive, and have it eat up an item slot, while other champions get theirs for free?

What???? Victor needs it for his passive? Never played Victor so did not know that. The wiki states Viktor only needs item 3200 to get his passive but that is already included during summoning.

Should be interesting once he gets into free rotation so I can try playing him.

He doesn't need it for his passive, IT IS his passive. All of the passive stats, all of everything, are contained on the item.

Vlad uses his health as mana. So maybe to avoid other champions from using an item, make a specific item with an active ability to boost Vlad's health for a time frame and add a long cooldown.

Sounds like a mechanical and thematic failure. All you're doing is move the current passive into an active that takes away an item slot.
