A friend and I have had success with Garen & Taric (both with Flash and Ignite) outside of ranked against mostly Silver and Gold players. Whenever we try to do it in ranked, someone queue dodges. It's an easy snowball, though, you can dive early and often (from level 3 on) and if you're not too reckless the only way you die is if they bring at least 4 bot and dive you back, but that only works pre-level 6 because lol Taric ult. If both Taric and Garen take Demolish, bot lane is won quickly and now you have Taric roaming around with a likely-to-be-fed-by-now Garen, pushing the shit out of the other lanes as well.

Garen Q -> Taric E -> Garen E -> Both Ignite -> Spam Emotes and giggle at each other in chat.
