Dynamic Queue ACTUAL role chance

So I usually queue up Mid or bot, and i really think unless you pick fill (Which is just another name for support) or support then ive always had like a 50/50 shot of getting my primary. Is this the way its supposed to work? Seems like i tend to get the opposite of my primary every time i really wanna play someone in a certain lane.
