Ranked play is all about consistency. You want to utilize the most reliable and consistent strategy to win.
Having a new champion in the game isn't consistent or reliable: you don't know how terrible anyone on your team that wants to pick him is with him, and you don't know how much practice anyone facing against an opposing Jhin has against him and how easily they'll get surprised or caught off-guard by a halfway decent one.
Despite how strong certain champions are in the meta: it's pretty common knowledge a first-time Graves is going to get thrashed by an Urgot main, and a Silver Graves will get thrashed by a Plat Urgot.
As such, removing the 'woops' factor for either having no idea how to play as or against Jhin is going to improve your chances of winning much more than banning out that one guy that's 0.5% stronger than that other guy in that top 15 meta-picks crowd.
