Hecarim Overpowered, Where's the Nerf?

I have searched high and low, in board posts and web searches with the general consensus being Hecarim is overpowered atm. Too much damage without a lot of skill required and the ability to soak/regen health at an alarming rate. I compare him to Garen when were stackable. Run in faceroll their backline and aoe spam. Unhealthy, unskilled and not a whole lot of counter play if your team isn't set with hard cc i.e. stuns and or roots and even then it doesn't stop the aoe onslaught. A farmed/fed hecarim has little opposition or counter play and it's high time that something was done. Riot wtf...
