Just nerf the amount of time she has to activate it. It gives her way too long to proc such a powerful effect.

Her charm takes time to charge if you cant take time to leave and find out where shes coming from then its your hang up

She has to charge for 2.5s, and it leaves only...what, 1.5s to proc it?

I mean you have a pretty long time to react before she can even use it though. If she fails to get it off she loses out on a big chunk of burst too.
