First off i totally understand why riot did what they did, but the only good thing was that singed E early game was good and did a good amount of damage if used right. Now it does next to no damage is he is pretty much useless now because by the time the "new" E becomes good is late game and by then everyone has heaps of amour and so its not really that good. I would rarther have his old E back then this new one

Singed's Fling deals magic damage, so the enemies having "heaps of armor" doesn't affect it in the least.
It now deals percent health damage, so it scales with the enemies health and deals more damage later in the game.
It lost 30/60/90/120/150 base damage. To deal the same damage, the target must have 500/923/1286/1600/1875 Health. By the time you achieve those ranks of E (since it's maxed second), most champions should be fairly close to those values and the damage will be similar.

It's a buff to his late-game damage without having a major effect on his early-mid damage.

The champion with the lowest base health at level 1 is Anivia with 468. 6% of that is ~28. So, even against the lowest-health target in the game, E damage is hardly unchanged at level 1.

The champion with the lowest base health at level 18 is also Anivia with 1658. 8% of that is 133. So, E damage is just 17 lower against the lowest-health max rank target, and it deals more damage given just 217 health more than that (which many champs have naturally).

Assuming even scaling between those values, E is at best very slightly nerfed versus low-health targets and substantially buffed against targets building lots of health.
